Shorten hashed ids to < 50 to make the ids omop compliant

The hashes generated for the ids are longer than 50. This causes an error when loading the data into omop if pseudonymisation is not used in the fhir-gw.

The recomended solution is to use a shorter hash to ensure all hashes are < 50
